CAMPUS SECURITY POLICIES 2007

Campus Safety at OZARK CHRISTIAN COLLEGE

INTRODUCTION
The "The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act" requires colleges and universities to report annually, information regarding their campus security policies and campus crime statistics. This document is OZARK CHRISTIAN COLLEGE's annual security report in compliance with the Clery Act.

At OZARK CHRISTIAN COLLEGE (OCC), we are concerned with the safety and security of all members and guests of our campus community. Accordingly, the purpose of this report is to provide OCC's staff, faculty, students, and potential students and employees with yearly crime statistics that have occurred either on or around the campus facilities. It also provides other safety information and procedures on reporting a crime.

Campus safety is the responsibility of all members of the campus community. As students make up the largest percentage of this group, safety is highly impacted by student actions. The College's security policies are articulated for students and employees in different ways to take into account, among other things, the residential nature of the relationship of most students with the College. We are thankful that God has protected us from violent crime. We also believe it is wise that we take certain precautions to ensure that our campus remains free from crime and a place where we can grow in the "grace and knowledge of our Lord and Savior Jesus Christ."

DEPARTMENT MISSION
The stated purpose of the OCC Security Department is to provide a safe and secure environment for students, faculty, staff and visitors and the safeguarding of campus property and facilities from damage or loss. Our approach is to involve the entire College family in the process of maintaining a safe campus. The Security Department strives to create an atmosphere of comfort and safety to allow students to concentrate on academic issues and to allow employees to concentrate on student service and learning.

DEPARTMENT LOCATION
The Security Department is a part of the Student Development Office located in the Casteel Administration Building. Security can be reached Monday through Friday between the hours of 8:00 AM to 5:00 PM, by dialing extension 2222 (non-emergencies). Security officers handle after hour calls and can be reached when on duty by dialing 2222 which forwards to the security officer cell phone.

DEPARTMENT AUTHORITY
Our security officers do not make arrests. They do, however, provide a uniformed presence intended to deter crime and the means for the College to cooperate fully with local law enforcement officials.

CRIME REPORTING OPTIONS
It is the policy of OZARK CHRISTIAN COLLEGE to encourage the accurate and prompt reporting of all crimes to the security department or the appropriate law enforcement agency. Crimes, suspicious activities and emergencies should first be reported to the emergency response system by dialing 911 or 7-911 from any campus phone. Secondly, call the campus security department to report the incident.

Please note that members of the OCC family have several reporting options. Victims or witnesses of a crime may report on a voluntary or confidential basis to several offices. Information concerning crimes can be reported on a voluntary, confidential basis to the Security Department directly for inclusion in the annual crime statistics. Counselors (pastors, etc.) who learn of a crime from a counselee should inform the counselee that the crime may be reported on a voluntary confidential basis to the Security Department for inclusion in the College's crime statistics only.

TIMELY WARNING
The Security Department will, upon receipt of the information of a crime or a threat to students, staff and faculty, will ensure timely notification of the crime or threat to all students, staff and faculty.

DAILY CRIME LOG
The Security Department maintains a daily log. The log contains any reported incidents and crimes. The most recent 60-day period of the log is available to the public upon request during normal business hours – Monday through Friday, 8:00 AM to 5:00 PM except holidays. Any portion of the log older than 60 days will be available within 2 business days of a request for public inspection.

SECURITY AND ACCESS TO FACILITIES
OCC provides separate residence hall-style housing for both men and women. Students are issued a coded card key and a key to their individual residence hall room during the registration process. All keys are collected and accounted for at the end of each school year.

All exterior residence hall doors, with the exception of the card-reader doors, are locked 24 hours a day. We also strongly encourage residents to lock their individual room doors whenever they leave – even for a short period of time.

Within the restraints of established policy, overnight guests of the same sex are permitted in the residence hall provided approval is obtained from the Resident Director.

Campus security officers, working with the Physical Plant Department, constantly monitor the exterior lighting on campus. Lights discovered not properly functioning are promptly reported to the Physical Plant Department and the necessary repairs are made. They also monitor areas of the facilities that directly impact campus security, such as doors, locks and broken windows.

RESIDENTIAL SAFETY AND SECURITY PROGRAMS
Safety and security related programs are part of the programs that the residential staff
coordinates throughout the year. Specific safety and security tips and reminders are published periodically in the form of Security Memos. A safety and policy meeting is held once each fall semester to inform students on safety and policy issues.

ALCOHOL AND ILLEGAL DRUG POLICY
OZARK CHRISTIAN COLLEGE does not permit the use, possession, or sale of illegal (or improperly used) drugs or alcohol on the campus.

SEXUAL ASSAULT POLICY
OZARK CHRISTIAN COLLEGE strongly denounces sexual assault in any form. The College urges the prompt reporting of any incident to proper authorities. Victims of a sex crime on campus should report it immediately to the Security Department and / or the Dean of Men or Dean of Women's Office. Victims of a sex crime occurring off campus should report it immediately to the local police department. In all cases, the protection of any physical evidence is of the utmost importance.

The Dean of Men or Dean of Women's Office will assist students in receiving the necessary medical treatment and counseling. They will also assist student victims with changes in academic schedules and living arrangements, as is reasonable and within the College's control.

Within the guidelines of the disciplinary procedures, the accuser and the accused may have other individuals present during disciplinary proceedings. Furthermore, both the accuser and the accused shall be informed of the College's final determination and sanctions concerning any alleged incident.

The College may, upon final determination and confirmation of an alleged infraction (forcible or non-forcible) impose sanctions ranging from counseling to expulsion. These sanctions are not intended to replace potential criminal charges stemming from an alleged incident.

REGISTERED SEX OFFENDER INFORMATION
OCC's Security Department is not the custodian of the sexual offender's database. This falls under the various County Sheriffs Departments. The city of Joplin, Missouri, lies in two different counties. The telephone numbers for those counties are listed below.

The number to call for Jasper County sexual offenders data is 417-624-1601.

The number to call for Newton County sexual offenders data is 417-451-8300.

CRIME STATISTICAL REPORT

The statistical information provided below complies with the required reporting of the "Jeanne Clery Disclosure of Campus Security Policies and Campus Crime Statistics Act". Crime statistics for the most recent three-year periods are published. These statistics reflect incidents reported to OZARK CHRISTIAN COLLEGE Security Department and the Joplin Police Department, and involve incidents occurring on campus, in residential housing and in areas adjacent to the College campus.

The statistical data reported is compiled from records maintained by the Security Department, the Student Development Office and the Joplin Police Department. The criminal offenses are classified using the "Clery Act" crime definitions. The "Clery Act" defines the location categories used. "Non Residential" indicates the violation occurred on campus grounds or in a building not used for student housing. "Residential" indicates it occurred in a College owned residence hall. "Public Property" is public property such as parks and streets adjacent to the campus. "Non-Campus" refers to any building or property located off campus and owned by the College or controlled by a student organization officially recognized by the College. The reader should keep in mind that some crime victims may choose not to report offenses to campus or local law enforcement authorities and that violations listed may result in both arrest and disciplinary referral for the same offense. Other types of unacceptable conduct such as thefts and vandalism occur on college campuses. All criminal activity is detrimental to the College community, and strong measures including dismissal are taken against offenders.

* The liquor law violations involved two non-college individuals who were arrested for public consumption while on our campus for the City of Joplin's 4th of July fireworks display.

** The illegal weapons possession violation involved non-college individuals in Landreth Park adjacent to our campus.

Clery Act Crime Definitions:
Aggravated Assault
An unlawful attack by one person upon another person for the purposes of inflicting severe or aggravated bodily injury. This type of assault usually is accompanied by the use of a weapon or by means likely to produce death or great bodily harm. (It is not necessary that injury result from an aggravated assault when a gun, knife, or other weapon is used which could, and probably would, result in serious personal injury if the crime were successfully completed.)

Arson
Any willful or malicious burning or attempt to burn, with or without intent to defraud, a dwelling house, public building, motor vehicle or aircraft, personal property of another, etc.

Burglary
The unlawful entry of a structure to commit a felony or theft. For reporting purposes the definition includes: unlawful entry with the intent to commit a larceny or felony; breaking and entering with intent to commit a larceny; housebreaking; safe-cracking; and all attempts to commit any of the aforementioned.

Drug Law Violations
Violations of state and local laws relating to the unlawful possession, sale, use growing, manufacturing, and making of narcotic drugs. The relevant substances include: opium or cocaine and their derivatives (Morphine, Heroin Codeine); Marijuana; synthetic narcotics (Demerol, Methadone); and dangerous non-narcotic drugs (Barbiturates, Benzedrine).

Hate Crimes
Crimes that manifest evidence of prejudice based on race, religion, sexual orientation or ethnicity.

Liquor Law Violations
The violation of laws or ordinances prohibiting: the manufacture, sale, transporting, furnishing, possession of intoxicating liquor; maintaining unlawful drinking places; bootlegging; operating a still; furnishing liquor to a minor or intemperate person; using a vehicle for illegal transportation of liquor; drinking on a train or public conveyance; and all attempts to commit any of the aforementioned. (Drunkenness and driving under the influence are not included in this definition.)

Manslaughter by Negligence
The killing of another person through gross negligence.

Motor Vehicle Theft
The theft or attempted theft of a motor vehicle. (Classify as motor vehicle theft all cases where automobiles are taken by persons not having lawful access even though the vehicles are later abandoned, including joy riding.)

Murder and Non-negligent Manslaughter
The willful (non-negligent) killing of one human being by another.

Non-campus Building or Property
Any building or property owned or controlled by a student organization that is officially recognized by the institution; or
Any building or property owned or controlled by an institution that is used in direct support of, or in relation to, the institution's educational purposes, is frequently used by students, and is not within the same reasonably contiguous geographic area of the institution.

On Campus
Any building or property owned or controlled by the institution within the same reasonably contiguous geographic area and used by the institution in the direct support of, or in a manner related to, the institution's educational purposes, including residence halls; and
Any building or property that is within or reasonably contiguous to paragraph (1) of this definition, that is owned by the institution but controlled by another person, is frequently used by students, and supports institutional purposes (such as food or other retail vendor).

Public Property
All public property, including thoroughfares, streets, sidewalks, and parking facilities, that is within the campus or immediately adjacent to and accessible from the property.

Robbery
The taking or attempting to take anything of value from the care, custody, or control of a person or persons by force or threat of force or violence and/or by putting the victim in fear.

Sex Offenses
Forcible:
Any sexual act directed against another person, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent.

Forcible Rape: The carnal knowledge of a person, forcible and/or against that person's will; or not forcible or against the person's will where the victim is incapable of giving consent because of his/her temporary or permanent mental or physical incapacity (or because of his or her youth).

Forcible Sodomy: Oral or anal sexual intercourse with another person forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental or physical incapacity.

Sexual Assault with an Object: The use of an object or instrument to unlawfully penetrate, however slightly, the genital or anal opening of the body of another person, forcibly and/or against that person's will; or not forcibly or against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent mental or physical incapacity.

Forcible Fondling: The touching of the private body parts of another person for the purpose of sexual gratification, forcibly and/or against the person's will; or not forcible and/or against the person's will where the victim is incapable of giving consent because of his/her youth or because of his/her temporary or permanent incapacity.

Non-Forcible
Incest: Non-forcible sexual intercourse between persons who are related to each other within the degrees wherein marriage is prohibited by law.

Statutory Rape: Non-forcible sexual intercourse with a person who is under the statutory age of consent.

Weapon Law Violations
The violation of laws or ordinances dealing with weapon offenses, regulatory in nature, such as: manufacture, sale, or possession of deadly weapons; carrying deadly weapons; concealed or openly; furnishing deadly weapons to minors; aliens possessing deadly weapons; and all attempts to commit any of the aforementioned.
